China is to open the hazardous waste disposal industry to foreign and private investment and competition in the construction and operation of disposal facilities.
A surcharge system will be encouraged and operators of waste disposal facilities are permitted to set their own prices within government limits.
Moreover, the Chinese government plans to earmark more than 20 billion yuan or 3.4 billion US dollars for building adequate facilities to treat all hazardous wastes by 2005.
China generates 9 million tons of hazardous waste every year. |
