Liu Mingchuan (1836--1891), governor of Formosa (now Taiwan), at the end of the Qing Dynasty. Liu Mingchuan, born in Hefei, was a general in the Huai Army at the end of the Qing Dynasty. In 1884, he supervised Formosa military affairs and resisted invasion by the French. He was Formosa's first governor when it was established in 1885. During his tenure, Liu was responsible for great achievements, i.e., strengthening fortifications, building railways, and opening modern schools.
